Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are looking for an Operations Manager for our Rwanda Program. The Rwanda Operations Manager is responsible for all construction operations in Rwanda, including engineering and procurement departments, while advising the contract management department. The Operations Manager reports directly to the Rwanda Program Director and is responsible for growing the operations team in order to ultimately have the capacity to construct 24 bridge projects simultaneously. The Operations Manager controls and maintains the schedule for all Bridges to Prosperity bridge construction projects in Rwanda.


Manage multiple Projects Managers who will ultimately oversee over 50 staff, to ensure the safe construction of high-quality bridges is delivered on-time
Advise the Partnerships Department, guiding the Partnerships Manager in strategies and priorities relating to District and Community relations
Manage recovery of reimbursements from partners
Oversee all operational budgets and support Projects Managers in the financial management of projects
Manage bridge construction schedules, including progress tracking, across multiple concurrent construction sites
Work with Health, Safety, and Welfare Department to ensure the safe execution of works
Oversee the Engineering Department to ensure bridges are constructed as designed and are of high quality
Oversee the Procurement and Logistics Department to ensure all materials and equipment of sufficient quality are procured and delivered to sites when required
Work with the Industry Department to ensure that all projects are planned and delivered as necessary to fulfill the department’s requirements
Work with Talent and Training Department to ensure high-quality staff are hired, trained, and retained
Ensure all project documentation is properly tracked and recorded
Update and manage the Risk Register for Rwanda operations


Bachelor’s degree in civil engineering, construction management or relevant field from an accredited institution
Graduate degree or professional certification in relevant field preferred
Minimum of five years of experience in construction operations roles
Minimum of three years of leadership experience
Minimum of two years of construction project scheduling experience
Minimum of two years of construction contract management experience
Ability to read and understand construction design documents and specifications required
Proficient computer skills to include Microsoft Office Suite, including Microsoft Project and other relevant scheduling and estimating programs required
Excellent verbal and written English communication skills required
Kinyarwanda proficiency preferred
Ability to drive safely both on and off-road required


The Rwanda Operations Manager is based in Kigali, Rwanda with regular travel to rural locations. Whilst in the field the Operations Manager is expected to live modestly and may be required to use public transport.

Physical Requirements

The Rwanda Operations Manager is required to be able to reach rural bridge construction sites, sometimes through long walks on foot. The Operations Manager may be required to assist with physical construction tasks.
