Job Description
Reporting to the Director General the Director of Documentation, Publication, Communication and Technology Promotion unit will be responsible of the following:
– Developing annual media plan and consider it in the budget – Elaborating and negotiating contracts with suitable radio and TV Medias for message’s dissemination. Maintain relationships with different public institutions – Elaborating and monitoring communication plan and submit it on concerned supervision institutions – Organizing all surveys or opinion polls on services offered by the institution at the request of persons in charge – Collecting , counting and analysing survey results and proposals placed in the box for suggestion – Collecting and processing data obtained from users by basing them in line with their expectations, satisfaction level, types of litigations, etc. Make recommendations on institutional image improvement measures – Organizing and/or participating in press seminars and conferences involving the institution: Write speeches, messages and press releases for authorities – Organizing and Cover audiences and institution press conferences, round tables and sermons; – Organizing radio and TV broadcasts to inform the public on Institution’s activities; – Writing articles for newspapers on progress of the institution mission achievement – Informing the institution on quality of its image according to public and partners point of view. – Making critical analysis of publications in national or international media concerning the institution and produce synthetic technical notes to authorities – Elaborating and insuring internal communication for a better implementation of the communication plan Inform Regularly institution’s staff on decisions made and meeting’s recommendations – Keeping informed staff on different agendas concerning the institution |

Job Profile
Master’s Degree in Communication, Journalism, Knowledge Management, Agricultural Extension and Communication, International Relations, Arts and Publishing, Arts and Creative Industry with at least 1 year of relevant working experience or Bachelor’s Degree in Communication, Journalism, Knowledge Management, Agricultural Extension and Communication, International Relations, Arts and Publishing, Arts and Creative Industry with at least 3 years of relevant working experience. Key Technical Skills & Knowledge required:
– Ability to develop strategic documents such as communication, publicity and marketing strategy, and knowledge management strategy – Ability to implement knowledge management strategy – Conversant with research performance analytical tools – Deep knowledge in innovative tools such as open data sources, for dissemination of research findings to users; – Proper recording and preservation of research findings and extension materials; – Basic knowledge of organizational policies and procedures; – Demonstrates good knowledge of information technology; – Research skills; – Coordination skills; – Computer skills; – Organizational skills; – Report writing & presentation skills; – Knowledge of organizational structure, workflow & operation procedures; – Judgment & decision making skills; – Complex problem solving; – Time management skills; – Team work spirit; – Fluent in Kinyarwanda, English and/ or French; knowledge of all is an Advantage. |
